完全能追究刑事責任、上網追逃！連他們的家人也得跟着受罰！

公派滯留不光是人才跑了，更是辜負了國家的信任。公派是讓你去學本事的，不是替別的國家做貢獻的。

違反約定就得賠錢，這是最起碼的道理。必須狠查那些故意賴着不走的，把錢要回來，再把他們拉進失信黑名單！
