非法窃取，坚决截断

某国不能自主生产提纯稀有金属，但为保证其国内稀有金属供应，一直通过各种渠道和手段进行相关囤积。国家安全机关工作发现，该国某重点领域承包商一方面通过更换包装伪造“非中国原产”标签后转口偷运至其国内；另一方面企图采取虚报含量成分、伪报品名、快递小包多次少量、更换运输渠道等方式，将我国稀土等出口管制物项非法输送出境。掌握确凿证据后，国家安全机关会同有关部门依法采取行动，截断稀土相关物项非法出境渠道，有力维护了我资源安全与国家安全。

内外勾结，手法翻新

稀土被誉为“工业黄金”“新材料之母”，我国目前稀土储量、生产量、消费量和出口量位居世界前列，在世界范围内形成了资源优势及产业链优势。部分国家高度关注我国稀土相关物项供给情况，千方百计开展窃取活动。

——伪报品名，瞒天过海。工作发现，境外间谍情报机关及其代理人企图指使境内不法分子瞒报成分利用我寄递渠道将稀土偷运出境，如将稀土伪报为其他非管制物项，或伪造稀土的技术指标、成分含量等信息，将高纯度稀土（如镝、铽）申报为低价值产品（如铁合金、镍粉）或“焊锡膏”“耐火”等普通商品，逃避出口管制。

——夹带私货，偷梁换柱。工作发现，境外间谍情报机关及其代理人企图指使境内不法分子将未申报的稀土相关物项隐藏在其他正常申报的货物或运输工具中，如将稀土等原料加工为初级产品，将稀土粉末混入瓷砖原料，或灌入塑料模特、矿泉水瓶等，再以合金配件、机械零件等模糊标签名义偷运出境。
