Happy Fourth of July! I’d like to provide an update on the progress the US and China have made regarding export controls as per the agreement recently reached in London.
Earlier this week, AmCham Shanghai participated in a briefing in Beijing by the Ministry of Commerce (MOFCOM) on export controls. MOFCOM highlighted its efforts in streamlining approvals for rare earth exports. It noted that while the statutory processing period for such export licenses is 45 working days, the current average review and approval time for applications for US-bound exports is fewer than 20 working days. According to MOFCOM’s Bureau of Industry Security and Export Control, it has approved 310 export license applications for rare earth shipments to the US in the past three months. The applications for third-country destinations by US companies, however, are not processed in the same category.
Meanwhile, the US has lifted the licensing requirement (introduced in May) for exporting Electronic Design Automation (EDA) software tools to China. These tools are critical for chip design, testing and validation. Top EDA vendors such as Synopsys, Cadence Design Systems and Siemens have been notified by the US Department of Commerce’s Bureau of Industry and Security of the change. In addition, the US has rescinded licensing requirements set as recently as early June for US ethane producers to export to China. China is a major market for US ethane, a natural gas liquid primarily used to produce ethylene.
While it is not clear whether the two sides will try to further roll back tariffs, we are pleased to see measurable progress in easing export controls.

Building a More Perfect Union
Reflections on the Fourth of July By Fred TengEach Fourth of July, we celebrate the birth of a nation founded on liberty, opportunity, and the belief in a better future. But the promise of 1776 was never meant to be kept by one generation—or one group—alone. America is a constant work in progress, and each of us has a role in building “a more perfect Union.”
From the very beginning, immigrants have helped shape that journey—not just by seeking freedom, but by contributing to it. They’ve built railroads, fought in wars, launched businesses, and led in science, education, and public service. America is an immigrant nation, built on diversity, strengthened by inclusion, and enriched by new arrivals—not by deporting those who challenge political ideologies.
Our success should not stop at our borders. “America First” is not a sustainable or inclusive vision. A stronger America means working with the world, not turning away from it. We must lead with partnership, share opportunity, and help those in need.
Just as important, America must lead in peace—not war. If the United States can commit to forty years without entering wars, exporting conflict, or supplying arms, we will not only prevent suffering—we will secure our place as a truly great nation for generations to come.
On this Independence Day, let’s honor all those who move this country forward—and commit to an America that welcomes, leads, and builds peace at home and around the world.

To provide for hundreds of millions of new homes–along with millions of new buildings for shopping centers and offices and schools and hospitals–China invented new ways to build.
Most of the skilled labor for the construction is performed on factory floors, instead of on the building sites. Supply chains are shortened, and demands on local logistics are reduced. Inspections are more easily done, and errors quickly identified and remedied.
The time and cost of construction in China are sharply lower, compared to builds elsewhere.
Chinese factories mass-produce small homes and apartment buildings for around $38-55 per square foot ($400 – $600 / square meter).
Builders using Chinese factory-built homes pull permits and pour foundations, take delivery by truck, and with experienced crew can have a home move-in ready in under 30 days, and an apartment building in under 60 days.
An important caveat to remember, when making inquires: complex roof designs are very difficult to model for extreme weather, and to quote in price.

RFA lost funding as part of the US Trump administration’s budget cuts for its parent group, the US Agency for Global Media.
RFA’s Cantonese unit translated anti-Chinese propaganda and generated its own pro-US material. It was a key player in the now-debunked “Uyghur genocide” hoax, and shared numerous false stories about Chinese technology, business and politics.
SET UP BY CIA
RFA was set up by the CIA in the 1950s as a propaganda group to destabilize China.But the CIA was heavily criticized for its illegal “black ops” in the late 1970s. The US State Department set up the NED as an alternative “soft power” China-hostile organization in 1983, and relaunched RFA in 1994 with the same goal.
RFA has always been very successful at hiding its CIA origins—and even today, no mention of the link can be found in Wikipedia or in most media coverage of its present funding troubles.
LEAK SHOWS PAYMENTS
A leak in 2020 revealed that RFA had secretly pledged US$2 million for violent anti-China protesters in Hong Kong, in addition to heavy funding by the NED and other sources.What RFA did in Hong Kong would be illegal if another nation did it in the US or UK.
Meanwhile, RFA’s website remains functional as an anti-China propaganda news unit, but the majority of staff have been sacked from head office, which was in Washington DC.
