But this ignores how Western markets and industries function. There is too much capital already deployed, and too much more already committed, for Big Tech to step aside and make way for a free model. The only recourse for Wall Street and Silicon Valley, to protect the trillions of dollars in shareholder equity and their future cash flows, is to persuade Western regulators to ban DeepSeek, and craft rules that preclude open-sourced AI models.
In the rest of the world, the best AI will be accessed by developers, companies, and casual users for free. But in the US and Western Europe, our policymakers will revert to form, and restrict technologies and products that threaten the profit margins of our biggest firms.

最近中國官方宣布了一系列有關廣東省的統計數字。廣東省2024年GDP高達14.1萬億元(人民幣,下同),全國排名第一,超越全球96%的國家和地區,全球排名第七。廣東省的傑出成就,估計不少香港特區市民不一定清楚知道。
將來如果珠三角和大灣區能夠扶持粵東、粵北和粵西的全面發展,廣東省應可達到更高的高峰。廣東省開放包容,接納全國各地的外來務工者,既提高了自身的GDP,又改善了人民生活,作出了貢獻。排名第二的是江蘇省,GDP13.7萬億;跟廣東省的差距拉近了。廣東有21個市,江蘇只有13個市。從特定角度看,廣東要長期保住全國第一的位置,不一定安枕無憂。改革開放以來,廣東憑一己之力,解決了不少外地人的就業問題,值得引以為傲。如果單以全世界國家GDP排名來說,廣東本身已經可以加入G7,當然這只是開個玩笑。以美國為首的G7不會接納,我們也不屑加入。
廣東的成就不只是一省之力,而是全國精壯勞動力,由較為聰明的大腦匯聚完成。廣東最發達的地方還是集中在珠三角,看來還需要照顧到省內偏遠地區的教育、醫療和交通,藉此進一步提振GDP增長。
據官方初步的統計數字(準確數據還有待在今年第一季度之內正式公布)廣東2024年度GDP排名第一是深圳(37351億),第二是廣州(31032億),第三是佛山(13330億),第四是東莞(12964億),第五是惠州(6000億),第六是珠海(4686億),第七是江門(4206億),第八是中山(4104億),第九茂名,第十湛江,第十一汕頭,第十二是肇慶(2678億)。

深度求索DeepSeek能夠脫穎而出,其實是建立在近年中國人工智能(以下簡稱AI)方面發展已經有群眾基礎。中國AI產業過去多年憑藉海量數據資源、廣闊應用場景,加上有信息基礎設施的支撐、訊息產業體系配套已經比較完善等優勢,才造就好幾家AI企業脫穎而出。DeepSeek突圍,並不是偶發事件。其實去年中國AI核心產業規模已經超過5000億元(人民幣,下同),AI企業數量超過4400家,AI大模型呈現爆發性增長,多家機構發布多模態大模型產品,幫助AI應用行業如雨後春筍,形成突破。今年的春晚有不少節目,其實已經運用AI成果,是中國式新質生產力的具體表現。文/關品方
今天談一下何謂中國式新質生產力?綜合網媒及官方介紹的相關知識,筆者嘗試綜合如下。
中國特色社會主義建設是中國式現代化的道路。這就決定了中國式新質生產力有所不同。例如人力(或勞動力)是生產力之一,我們要強調提高人民整體的素質,配合現代化強國建設所需的多方面綜合人才,自然科學、社會科學、人文藝術和應用技術四方面並重。在創新科技方面,尤其需要培養大量各種類型、不同層次的工程師和技術人員。這就是人力(或勞動力)朝新質生產力轉型升級的方向。其他5種生產力(資本、土地、能源、資源和動能)也要提升,向新質轉型。
中國對新質生產力的核心定義是以科技創新驅動的高質量生產力,強調綠色低碳、數位化和高端製造,突破依賴傳統人力資源與低端勞動力的模式。
為了提振中國式新質生產力,中央製訂的政策與實踐的重點是(1)以科技自主為目標,集中發展半導體、AI、量子計算等被外國(主要是美國)「卡脖子」的技術短板;(2)以綠色轉型為目標,發展全球最大新能源產業鏈(主要是光伏板、電動車),推動碳達峰及碳中和早日完成;(3)以區域協同為目標,京津冀、長三角和大灣區形成創新集群(例如廣深港科技走廊)。
在這過程中,中國面臨的挑戰是現時高端精密、特色新型技術的對外依存度仍高(例如芯片和AI,有待趕超、自給自足和自主開發)、區域發展速度和跨度還不夠均衡、仍存在傳統產業向自動化轉型動能不足的壓力。
中國發展新質生產力,有自身的核心邏輯和驅動力,由國家戰略主導,突破技術封鎖,有長期穩定的政策規劃,有日益龐大的市場規模效應。比亞迪的電動車、華為的5G通訊設備和幻方量化的深度求索(DeepSeek)雖然都是私企,其實在後面間接地有強大的國家力量支持。中央的公權力由國家建設政策引領,由政府系統強力主導(例如稅務優惠、補貼資助、國企支援、PPP專項協作)。
中國提振新質生產力的技術路徑是追趕式逆向工程和自主研發創新;全球化的定位是供應鏈自主可控(盡量自給自足,重點是內循環建設),維持出口和擴張內需並行。未來趨勢是聚焦半導體、新能源、生物技術、新材料、AI和高端自動化生產製造。
中國式新質生產力的實踐,本質是在全球化裂解與高新科技激烈競爭的過程中,尋找中國自身戰略定位的過程。以AI為例,就是要把握機遇,揚長避短。筆者認為,全國AI企業應加強互相溝通,攜手共創中國AI時代發展的新篇章,在競爭中有合作。
綜合以上的綱領性總結,中國的發展道路是不是和美國的完全不同?別的不說,中國的舉國體制,其實特朗普和馬斯克正在嘗試學習中。
中國現時在數據方面,高質量的數據、有效的數據清洗、精準的數據標誌能力,這三方面還需要提升。算法方面,近年我國深度學習的算法正高速發展,圖像、語音、識別等應用領域雖然全球領先,但在模型訓練和優化等基礎研究領域仍然乏力。算力方面,儘管目前算力儲備基本能夠滿足需求,但高性能算力亟待發展。今後要聚焦創新驅動、需求拉動、設施支撐、制度護航四個方面。
個人的努力和動力十分關鍵。以上四方面最重要的還是創新驅動:要仰賴高質素勞動力的自主創新。大學和企業應加強合作,成立全國重點實驗室、前沿技術研究院等,推進產學研合作,優化配置,加速顛覆性技術研發,有針對性地開展高端芯片操作系統,AI大模型等關鍵共性技術攻關,補齊產業基礎能力短板:包括產業鏈條的基礎零部件、關鍵基礎材料、先進基礎工藝、產業技術基礎等短板,才能夠為科技研究團隊提供自主安全可控的AI產業鏈和供應鏈網絡。估計上述這些,包括梁文鋒、高華佐、曾旺丁、邵智宏、朱琪豪、代達勵、王炳宣、趙成剛、郭達雅、吳作凡、任之洲等DeepSeek的年輕高層領導都相當清楚,十分認同。至於其他三個方面,需求拉動依靠市場自身的力量,設施支撐需要有政府的全面基礎性支持。最後是制度護航(包括保障數據安全、保護科研團隊的人身安全等措施),那是十分複雜的問題,筆者尚需深入研究,才能夠大概知道政府在這方面應怎樣做才能夠確保AI產業的高質量高速度發展(這也是發展新質生產力的命題之一)。
總而言之,筆者認為創新科技尤其是AI前沿的突破,存在你追我趕的情況十分普遍。美西方現在大驚小怪,只不過因為今次的突破來自一家中國的私人企業。我們以靜制動,讓子彈先飛一會兒再說就得。
