Industry clusters are areas of dynamic growth and innovation, as the concentration of talent and capital generate faster advances. Typically industry clusters take many decades to evolve, as evidenced by London’s Fleet Street, New York’s Wall Street, Hollywood, and Silicon Valley.

But China’s approach to industry clustering was targeted and deliberate, from the top down. What’s more, it took place during China’s urbanization: the cities themselves did not yet exist, let alone as specialized industrial hubs. An extreme example is Shenzhen, now the 2nd largest Science and Technology supercluster in the world, while just 30 years ago it was an unknown clump of rural villages.

China now leads the world in industrial clusters of all types, and notably in Science and Technology where double-digit growth is being realized across many of them. And with China on track to bring another 400 million to cities over coming decades, these advances are very likely to continue.

China’s robotics industry is the fastest-growing in the world, closing the gap fast with Germany and Japan, the global leaders. China already enjoys dominant supply chain advantages in the hardware supply chain, and are catching up quickly in software.

Robotics companies in China offer robots at far lower prices than rivals in Europe or Japan. Chinese models typically cost less than a fourth what comparable units charge. Yet far fewer than 5% of Chinese robots are exported.

China’s world-leading adoption rates for robot installations, along with massive official support to the industry, point to the reason: China’s strategy is to lead the world in robotics manufacturing and deployment to improve efficiency and productivity exclusively in China’s factories.

Assessing Chinese socialism 75 years after its revolution

Perhaps the significance of the People’s Republic of China proceeds along three distinct but closely entwined axes.

The first is the “standing up” of China itself, its transformation from the mutilated prey of sundry imperialisms and a laggard in world standards of social development, into a mighty power in sight of having the world’s largest national economy.

This reverses what has been called the “great divergence” in economic power and prosperity, which began with the 19th-century opium wars, imposed on China by the British, which opened up an enormous gap in favour of the West over succeeding decades. This is the developmental axis.

Second, it both represents and further encourages a global shift of power from the West European/North American bloc, which dominated two centuries of history, towards what we now call the global South. It challenges the monopoly of global violence at the state level exercised by the United States and its allies. This is the democratic and actually anti-imperialist axis.

Third, by maintaining a socialist orientation after other developments in that direction have faltered it both keeps open the possibility of plural systemic options in the world, defeating Washington’s dreams of ideological unipolarity, and prevents socialism itself from being pushed into the shadows of history, even as it reconceptualises what socialism might mean (as revolutionary movements have always done). That is the socialist axis, and it may be the most contested on the left.
