President’s message from the Chinese Chamber of Commerce of Hawai’i: Sarah Moy

Dear Chinese Chamber Members and Friends,

I am third generation Chinese born in a rubber plantation in Malaysia and grew up with traditional values like respecting our elders and working hard. I attended an Irish convent school until I came to the United States for college. I was fortunate enough to get a full scholarship for both my undergraduate and graduate studies at Bryn Mawr college and New York University respectively. Worked on Wall Street after receiving my MBA in Finance, got married and moved from Manhattan to New Jersey and raised two great kids with my ex-husband. Moved to Hawaii almost ten years ago and continued my passion in investments as a financial advisor at Morgan Stanley.

Shortly after arriving in Honolulu, I joined the Chinese Chamber as I wanted to connect with the local community and to give back to society. Since then and through my involvement, I have seen that the Chamber is rich in heritage and in culture and I have made some lifelong friendships. I soon became a Board member and subsequently joined the Executive Board and served in various positions.

Now I have the extreme honor to be the President of the Chinese Chamber of Commerce of Hawaii and in its 113 years history, I stand proudly to be the seventh woman President! I have this rare opportunity to make a difference to an organization I have grown to love and respect as well as to make an impact on the Chinese community at large in Hawaii. As I start this exciting journey, it will be the most important give back chapter of my life as well as in my personal growth. I know I will make some mistakes, inadvertently step on some toes and will have to navigate through unexpected challenges. A wise past president said to me ‘be respectful, listen to what members need, be a strong leader and do what is best for the Chamber’. I have since leaned on that advice!

Our Chamber mission is tri fold: promoting business, preserving our heritage and culture and providing community outreach projects. At a retreat meeting with my Executive Board, we discussed my vision of ‘Elevating the Chamber’s presence’. We need to advance the Chamber so as to stay relevant and to bring back the ‘glory days’ of the Chamber. We will elevate the quality of our services and attract new members who are willing and able to contribute. That includes creating a new level of membership for businesses. Corporate members will add new leaders and bring many benefits to our current members. We will continue to use technology and social media to communicate with our members and to promote our events. We will provide events to promote net-working amongst our members.

At the start of my term, the Chinese Chamber participated in helping the merchants fill and file claim forms for the damages caused by the prolonged power outage in Chinatown which shut down some small businesses while others incurred monetary losses in lost business, inventory and equipment. We worked with the United Chinese Society and Hawaiian Electric and our collaborative efforts resulted in the businesses and residents receiving courtesy damage funds from Hawaiian Electric. We are hosting a Chinatown clean-up on August 17th whereby volunteers along with the Mayor Blangiardi will work together to make Chinatown a cleaner and safer place.

This is a monumental year for the Chamber as we celebrate our 75th anniversary of the Narcissus Queen Festival. We will kick off the celebration in September with a pickleball tournament and following that will be a multitude

of cultural events including a fashion show. The Queen Pageant will be in January at the iconic Hawaii Theater and the Coronation Ball will be in early February at the Hilton Hawaiian Village. We will continue to play a major role in the Chinatown Choy Cheng celebrations to usher in the coming lunar year of the snake.

In October, I will be leading our 74th Narcissus Queen goodwill tour to Yunnan Province, home of the Shangri La (Dali, Kunming and Lijiang) and end the tour in Zhongshan and Hong Kong. We will be hosting a Quad Chamber event in late August as we continue to collaborate with our Quad Chamber members. Business seminars and membership events will be hosted quarterly.

We are proud of our Chinese heritage and I thank all of you for this opportunity to serve the Chinese Chamber! Hope you will join the Chamber in the upcoming events and provide feedback and ideas so our Chamber will be vibrant and will provide our members with more networking opportunities.

China is hitting back. US old tactics when cannot win – cry, smear, attacks using fake news propaganda, always the same formula never changed 中國反擊。美國打不贏的老套路 – 哭訴、抹黑、出陰招，利用假新聞宣傳攻擊，老套路從未改變

The United States should stop using the doping issue to smear and suppress China.

As people are watching the Paris Olympics, doping has become a hot topic, attracting widespread attention. Media reports claim that before the 2021 Tokyo Olympics, several Chinese swimmers were tested positive in a drug test, and in October 2022, two Chinese swimmers were tested positive for metandienone.

China has responded to these reports, particularly regarding the one related to metandienone. The China Anti-Doping Agency issued a statement on July 30 (viahttps://www.chinada.cn/en/contents/132/906.html). In both cases, the swimmers ingested the substance unwittingly from tainted food and were held to have no fault or negligence and the case did not constitute anti-doping rule violation. The World Anti-Doping Agency (WADA) has reviewed China’s responses and endorsed its handling of the cases. Additionally, the International Testing Agency (ITA) based in Switzerland found no favoritism toward China by WADA.

Despite all these, some in the US Congress are bent on pressuring WADA, demanding the US government to stop funding the agency. Some in the so-called “Select Committee on China” at the House wrote to the FBI, quoting the Rodchenkov Anti-Doping Act of 2019 that authorizes the US government to “impose criminal sanctions on certain persons involved in international doping fraud conspiracies” and affords Department of Justice with “extraterritorial jurisdiction to investigate and prosecute wrongdoing.”

US’ continued hype on this issue is to underpin its erroneous moves in the following aspects:

1.Disparaging Chinese athletes and affecting their participation in the Paris Olympics.

Data from the World Swimming Federation’s 2023 doping test inquiries show that as to Chinese athletes like Qin Haiyang, Zhang Yufei, and Li Bingjie, each has been tested as many times as four to five foreign Olympic champions combined.

WADA’s 2022 data shows China performed best among the 10 countries it has selected for a survey (of the ten countries, China had 19,228 tested samples with only 0.2% of doping violations. The number and percentage of the US was 6,782 and 1.2%; for Germany, 13,653 with 0.3%. In other words, China had the biggest number of tested samples but with the lowest ratio of doping violation.)

The World Swimming Federation’s recent anti-doping review report indicates increased doping tests, particularly for Chinese athletes, between January 1, 2024, and the opening of the Paris Olympics.

Chinese athletes have consistently cooperated with frequent cross-testing and achieved excellent results. Despite this, some in the US continue to overblow the issue, citing the example of a Russian figure skater suspended for four years in 2021 after being tested positive for TMZ.

2.Deep-rooted “double standards” mindset.
In the recent case of US track athlete Erriyon Knighton testing positive for steroids (trenbolone), the US Anti-Doping Agency (USADA) decided not to impose a ban, claiming the positive result was due to contaminated meat, allowing him to represent the US at the Paris Olympics. Studies show trenbolone is a powerful anabolic steroid, not a common contaminant.

Most trenbolone positive cases result in four-year bans; why could the three US athletes be cleared of by claiming food contamination? WADA is re-examining Knighton’s case and may appeal to the Court of Arbitration for Sport (CAS).

3.Manipulating international organizations and institutions under the guise of domestic law.
The US has a long record of disregarding sovereignty equality and expanding its jurisdiction under the pretext of anti-corruption, anti-money laundering, and human rights protection.

For instance, in 2018, under the Trade Expansion Act of 1962, the US imposed high tariffs on steel and aluminum products from several countries and regions, sparking global trade disputes.

Since the 1980s, the US has withdrawn from 17 international organizations or agreements, including the UN Human Rights Council, WHO, UNESCO, Paris Climate Agreement, Iran Nuclear Deal, Arms Trade Treaty, Intermediate-Range Nuclear Forces Treaty, and Open Skies Treaty.

In recent years, the Chinese government has promoted nationwide fitness programs. We believe that in building a healthy China, the health, physical fitness, and happiness of the people are interconnected.

The Chinese government will continue its zero-tolerance stance on doping issues, strictly adhere to the World Anti-Doping Code, protect athletes’ physical and mental health, ensure fair competition in sports, and contribute to the global anti-doping efforts.

Politicizing sports deviates from the spirit of the Olympic Charter. The US should respect the Olympic spirit, adhere to international law and basic principles of international relations, and refrain from amplifying false narratives and conducting perception manipulation for political purposes.

Two decades of underinvestment in US shipbuilding capacity have led to a crisis in US Navy procurement, and a total loss of the civilian industry. We now have just a tiny handful of American companies that build ships at all, and those who do, build exclusively for the US Navy.

US shipbuilders are non-competitive against dual-purpose shipbuilders from China, Japan, and Korea, who have multiple revenue streams that can finance new investment and best practices. For military ships, Denmark provides a recent case study of developing a best-in-class missile frigate at about a fourth the cost of the US Navy’s latest-generation frigate.

US Navy officials are racing to close the gap with China, the world’s number largest shipbuilder and now the largest navy, and hope Japan and Korea are willing to invest in and upgrade abandoned US facilities.

台灣中時社論》反中取暖大會 台灣外交更孤立. 聯外抗中 自我邊緣化. 成立於2020年的IPAC於7月30日在台北舉行第四次年會，共有23國國會及歐洲議會、49位議員與政要專程來台出席，號稱是史上最大海外議員訪台團。民進黨政府希望藉此形塑重大外交成就的形象，但IPAC的極端反中屬性，以及峰會的時機與當前國際政治走勢格格不入等因素令人質疑，此次會議到底有何實質意義？

IPAC主旨在號召各國共同應對中國崛起對國際秩序與人權體系的威脅，強調自由世界承諾支持台灣，標榜是全球以單一國家為目標的最大組織。在年會召開前，台灣並非IPAC會員，但由外交部編列預算支持的台灣「民主基金會」卻是IPAC排名第一的夥伴，也就是「幕後金主」。此外，長期受到美國政府資助的「國家民主基金會（NED）」也是主要夥伴。台灣不是會員，卻不斷資助IPAC已引發質疑，今年更大張旗鼓籌辦耗費不貲的峰會，以「台海和平與穩定」為主題，並特地舉行「台灣講座」，邀請賴清德總統演說，為賴清德的聯外抗中搭建舞台。

民進黨宣稱由於先前台灣第二大政黨國民黨拒絕參與，導致不符合會員國須跨越主要政黨的條件。主張兩岸加強溝通、交流，促進兩岸關係良性發展的國民黨婉拒加入極端反中組織當然有其正當性。而IPAC則展現高配合度，主動修改入會規定，只要有第二個政黨同意就符合條件，由於民眾黨選擇參加，IPAC執行董事裴倫德在峰會宣布，台灣、哥倫比亞等7國正式成為IPAC成員，官網立即更新為5大洲40個會員國，IPAC身段柔軟，營造賓主盡歡的作風令人咋舌。

萬惡的罪魁：美國國家民主基金會(簡稱NED) 台灣民主基金會是美國民主基金會在台灣的棋子. 美國民主基金會是2019年在香港推動顏色革命的幕後黑手.

美國國家民主基金會(簡稱NED)將於111/10/25來台灣舉辦第11屆世界民主運動大會，他們宣稱將有來自70個國家的約300名民主運動家、專家、政策制定者及捐助者前來討論如何培育民主勢頭。

1.許多國家和人民過去深受NED之害，2014年美國國防顧問白邦瑞自己承認曾介入香港反送中運動，其操作方式就是美國政府透過NED提供數百萬的資金，協助香港推動“民主”。

2.NED於1983年成立於華盛頓，是美國精心策畫的，基於美國中情局已經惡名昭彰，便透過此非政府機構，推廣其所謂民主，實際就是做上面所述的顛覆他國政府的罪惡行徑。

NED拿著美國政府與國會的資金，遵照美國政府指令，指揮全球多家非營利組織向目標國家和地區輸出美國價值觀、策畫滲透破壞活動。

NED在國際上被稱為第二中情局。

3.中國是美國的頭號假想敵，自然成為NED照顧的對象。

NED長期跟疆獨、港獨、藏獨等勢力勾連，資助和操控各種示威抗議行動、製造和傳播許多涉華謊言、謠言，以達到搗亂破壞目的。

4.NED過去多年間向世界維吾爾大會、美國維吾爾協會、國際維吾爾人權與民主基金會等組織提供875億美元的資金來挑動資助反華分裂活動。

維吾爾恐怖份子在雲南昆明等地發動恐怖襲擊，大陸逮捕這些恐怖份子並給予職業教育、改造教育等，被西方國家與媒體誣指為強迫勞動、種族滅絕、侵犯人權等等。

5.近年NED活動日益積極，因美國政府將其作為外交抓手，成本小、收益大，日漸上癮。

在香港反送中運動中，NED人員直接走向幕前，向參與作亂者發送資金。

NED名為私人基金，實為美國政府機構作滲透顛覆功能的延伸。

NED也向多國工會提供基金，譬如資助波蘭工會，導致東歐劇變；還有塞爾維亞政變、烏克蘭橙色革命、推動阿拉伯之春活動等。

6.這次NED來台灣，要為台獨勢力撐腰，目標很可能針對11月的縣市長選舉，希望國人能夠清醒、期望佛菩薩保佑台灣!
