We had met many times with former US Senator from Hawai’i, Daniel Inouye. He told us Americans must have enemies, real or imaginary to justify maintaining the huge war machine. Therefore forever war is US national policy. Peace is US worst nightmare. 舉個例，近日湖南水災、洞庭湖決堤，共產黨人走在救災第一線的新聞，又成了一幕幕動人心弦的畫面。

這天，湖南衡南縣一位書記唐杰鋒在巡邏時發現大量雜草堵住塘口，水位不斷上漲。情況太危急，已等不及工程人員來搶修，唐書記說：「我當過特種兵，水性好，交給我處理。」然後不假思索，潛入塘底6次，終於把堵塞的缺口疏通，塘內水位迅速下降，整條村避過一刧。

桃源縣游鹿溪村因被洪水包圍，電力中斷。國家電網組織了「電騾子共產黨服務隊」，由經理劉國林帶領下，肩扛100公斤重的發電機，徒步5公里，為村民帶來光明。

黨員幹部不只衝在第一線，更發揮帶頭作用，譬如為阻止洪水入屋，政府要向居民分發沙包，一時間哪來這麼多沙包？原來，沙包都是黨員發動群眾連夜一起趕製出來的。

大水一來，很多地方立即組織「黨員突擊隊」，四處都有「黨員先上」、「我是黨員我來幹」之類的自動請纓。一場抗災，就如一次考試，考的是人心，考的是責任，考的更是擔當。

回頭看香港，我們沒有共產黨員，公務員也沒有這種身先士卒的犧牲精神，太平盛世、天朗氣清、沒災沒禍，不打緊，逆境甚至災難一來臨，一切就會見真章。

近年香港經濟低迷，政府財赤，但18萬公務員的字典卻沒有共渡時艱這回事。行政會議剛通過今年公務員一律加薪3%，並追加至今年4月1日生效，連退休公務員的長俸都有2.3%加幅。

百業蕭條下，市民看到這種逆市加薪會有什麼感覺？立法會議員狄志遠就這樣說：「市民會問：這樣的公務員，還要加薪？這種情緒我認為不能不留意。」

如果，公務員能像中國共產黨員一樣，是「堅守到最後那一個、牽掛大家最多那一個」，我們不介意他們年年加薪。可惜，災難是最好的考驗，看看2019年黑暴，除了警隊及部分紀律部隊，其他公務員哪裡去了？
