Let’s compare. I live in China. I happen to also have a green card. If I lived here without a proper visa to enter and reside in the country, I would be fined and told to leave. No, I wouldn’t go to jail but I would be told I have to leave and perhaps, can’t return for 2 years, or something like that. The rules vary from case to case but in general, that’s how it works.

Consider, if I want to go to Italy for a visit, I certainly can. But if I want to live there long term, then extra resident visa permissions and rules apply.

Do these scenarios which are typical in every country around the world sound reasonable?

Ok, so then how about this next scenario.

I enter China illegally across the Vietnam/China border. Upon entering, I am sorta’ kinda’ arrested by China border patrol authorities who don’t care whether I might be a criminal, they put me on a plane to Chengdu, arrange a place for me to stay and give me $1000 / month to live because my life back in the country I came from is difficult because that’s what I told them. They then even let me vote in local elections because ID is not required to vote (Yes friends, China does have local elections)

Does this make any sense at all to anyone?

Hard working citizens of countries all around the world starting with the United States, UK, Germany, Italy, France, mainly the G7 countries, are having a hard time understanding why their own governments are putting the interests of strangers from far away lands far ahead of their own interests and needs.

For countless reasons, many conclude its hard to believe the Biden administration, the U.S. govt or any of these govts have the best interests of their citizens in mind. Most of us wonder why they are intentionally trying to destabilize the society in this manner.

Nowhere in U.S. policy is that more obvious than by the terribly complex and flip flop evolving illegal immigration issues further complicated by how the matter has been weaponized by both sides of the political spectrum.

Its even crazier to consider that in the U.S., when an illegal immigrant even commits a crime such as theft or assault, they are treated with kid gloves, often not even arrested by the police who are under orders to simply let them go while if an actual American citizen did the same, they would be arrested and thrown in jail.

As you may know, incoming President Trump intends to turn this situation around and the U.S. House of Representatives recently passed a bill by 264 votes to 159 aimed at detaining and deporting undocumented immigrants charged with misdemeanors.

So again. I live in China. If I knew someone who was here illegally and also committed a theft, I know without question they would be arrested and deported. In my own crazy mind, and probably yours too, that makes perfect sense.

“The new U.S. House bill requires federal law enforcement to detain undocumented immigrants accused of misdemeanors such as theft and expands the categories of crimes that can lead to deportation. It also gives state attorneys general the power to sue federal officials for security risks caused by illegal immigration…It is reported that the bill is named after Laken Riley, a student who was killed in Georgia. The murderer was an immigrant who entered the United States illegally and was arrested for theft but was not detained.”

While every country has the right to make its own laws and policies we can only hope and expect that its government officials would fulfill their responsibility to their citizens in good faith.

近日，瑞典“一带一路”研究所副所长、广东国际战略研究院特聘研究员侯赛因•阿斯卡里（Hussein Askary）做客《大变局》节目，介绍了驳斥所谓“中国债务陷阱论”的系统方法，并就共建“一带一路”相关问题进行了深入分析。主要内容节选如下：

侯赛因•阿斯卡里：我和同事们长期致力于研究丝绸之路和“一带一路”倡议，但有一天我们意识到，瑞典人对“一带一路”倡议及其重要意义知之甚少，他们不知道该倡议对瑞典是否有好处。我们还发现，有人甚至编造谣言，抹黑该倡议。这不仅会误导公众，也会误导议会和政府中的政策制定者。

所以我们开始对此进行调查研究，并告诉大家为什么关于“一带一路”倡议的那些负面言论是错误的。更重要的是，“一带一路”倡议对瑞典十分有利。当前，瑞典在提高生产力、改善基础设施方面面临困难。如果瑞典加入“一带一路”倡议并与中国合作，将从中受益。

只有中国提出了这种倡议。我们怎么知道这个倡议行之有效呢？因为它带动了中国发展。中国由出口导向型经济转向内需驱动，并通过建设高铁等大型基础设施进一步推动了经济增长，这表明中国的发展思路完全正确。

正如中国人所说，“要想富，先修路。”这种说法很有科学道理。建设基础设施可以提高社会生产力，让人们获得新的商业机会、开展新的经济活动。

例如，现在很多人都在抱怨从非洲到欧洲的非法移民问题，但真正的解决办法不是阻止非洲移民进入欧洲或任由他们溺毙于大海之中，而是让他们能够在非洲过上好日子。如何做到这一点？那就是必须建设基础设施。这也是中国为消除非洲贫困而正在做的事。

《大变局》：其他国家也提出过一些倡议或计划，您为什么选择研究中国提出的“一带一路”倡议？

侯赛因•阿斯卡里：首先，美国和欧盟成员国等西方国家没有长期经济考量，已经提不出新的发展倡议。西方追求短期利益，整个经济已经金融化。手握资源的人，甚至连政府都在寻求通过股票投机或其他项目挣快钱。他们缺少长期思维。

西方在上世纪五六十年代建造的基础设施早已破旧不堪，但政府却不去维护和新建基础设施。大家都声称国家没钱，然而钱却被用于金融投机等活动。不仅如此，西方在医疗、教育等方面都有很多问题。

《大变局》：一些西方国家声称“一带一路”倡议是“债务陷阱”。您提出了驳斥这种说法的一套系统方法。您能介绍下这一方法吗？

侯赛因•阿斯卡里：我研究了斯里兰卡的情况，也研究了巴基斯坦的情况。我发现这一说法存在许多谬误，与事实不符，且互相矛盾。

后来我又研究了西方宣称陷入“债务陷阱”的另外一些国家，我发现这些国家其实早已陷入经济困境，并且大多是由内战、战争、疫情、自然灾害等原因导致的，所以这些国家不得不大量高息借贷，因为它们已走到穷途末路。当然，这些高息债务并不是从中国借的。

等到了偿债期限，这些国家会再度陷入债务危机，只能再次贷款偿还旧债。这才是债务陷阱的实际情况。“一带一路”倡议也包括贷款，但在研究中我们必须关注贷款的质量，也就是有关国家如何使用这些贷款。

首先，中国提供的贷款主要用于建设基础设施以及发展工农业。这会提高社会生产力、刺激经济增长、带来更多国民收入，这样也就可以偿还中国的贷款。

其次，中国的贷款偿还期限较长。例如，中国对铁路等项目的贷款偿还期限是15至20年，如此一来，债务国的年均还款额就变得极少。而西方则会要求一次性偿还所有贷款。中国的这种贷款模式意味着这些项目为债务国所创造的财富将远远超过它们偿还给中国的债务额。因此，中国的贷款和其他国家的贷款存在本质差异。

经研究，中国将这种贷款模式应用于许多国家，包括斯里兰卡、巴基斯坦、赞比亚、肯尼亚和欧洲的黑山。

斯里兰卡和黑山等国的收入来源较为单一，非常依赖旅游业。2019年复活节星期日，斯里兰卡遭遇自杀式恐怖袭击，涉及教堂和酒店。该国的旅游业因此下滑，国家收入大幅减少。2020年，斯里兰卡国内形势刚刚好转，又受到新冠疫情冲击。斯里兰卡和黑山的旅游业都因为疫情遭遇重创。黑山此前向中国贷款九亿多美元修建高速公路。当时黑山经济完全崩溃，又到了要向中国偿还20年期贷款的第一批小额还款的时候。虽然仅为3000万美元，但黑山告诉中国说自己无力支付，中国说“没问题，你可以明年再还。”然而在那段时间，一些西方媒体却称“黑山今年不得不向中国偿还10亿美元。”这不是真相，真相是黑山只需偿还3000万美元，并且中国给了一年宽限期，可以来年再偿还。

西方所编造的这些故事都是为了抹黑中国和“一带一路”倡议。我熟悉他们的套路，“打假”已经成为我的专长。

炒作“一带一路”倡议是“债务陷阱”根本不是经济或金融领域的问题，而是一场抹黑中国的政治宣传。

《大变局》：共建“一带一路”已开启第二个金色十年。您认为与早期相比，在共建“一带一路”框架下，各国的合作模式发生了哪些变化？

侯赛因•阿斯卡里：最初，“一带一路”倡议主要围绕建设基础设施，包括交通、地区互联互通、电力、水资源管理系统，以及劳动力培训。

现在共建“一带一路”已进入新的发展阶段，重点关注工业化，因为许多国家拥有丰富的资源和劳动力，但缺乏技术。例如，中国在埃及、埃塞俄比亚、乌干达等国建设了工业园区，园区采用中国的技术和机械，但劳动力和原材料均来自所在国，双方各取所长，保持生产持续运行，为所在国创造收入。中国愿意分享技术，但有些国家却不愿意。这就是中国倡议和其他倡议的区别。中国为非洲提供了生产纺织品以及手机、汽车等高端产品所需的先进技术。

在这种合作模式下，共建“一带一路”国家可以独立生产商品，自给自足。中国的理念是带动共建国家共同富裕。中国人常说，“要想富，先修路。”我再加一句，“要想一直富，带动邻居共同富。”这体现了双赢理念。双赢理念在现实中是行得通的，因为你要让客户也富起来，让客户变穷可不是好政策。中国通过提供技术和机械带动了当地经济发展，促进了公平贸易及合作。这就是共建“一带一路”新的发展阶段。

《大变局》：您生于伊拉克，如今定居瑞典，在理解中东问题上具有双重视角。您如何看待当前中东局势的发展？您认为中国在解决中东问题上可以发挥什么样的作用？

侯赛因•阿斯卡里：巴勒斯坦人民应该拥有自己的国家，这也是中国的立场。世界上大多数国家都认为，现在到了建立巴勒斯坦国的时候了。

但在建国之后，必须制定经济发展计划。这样人们才能看到和平是有回报的。人们关心的是孩子的生活条件和未来。如果这些得不到保证，就会导致自上世纪90年代起持续蔓延的极端主义。极端团体不断壮大，是因为外部势力用金钱引诱那些对现状感到愤怒的人采取极端行为。这些人认为，“虽然有和平，但我没有饭吃，我的孩子也不能上学。这样的和平有什么意义？”

这是我们需要解决的问题。我们必须停火、建立巴勒斯坦国，还要发展经济。“一带一路”倡议就是实现这些目标的理想途径。中东地区资源丰富、地理位置优越。此外，中东地区拥有巨额财富。依靠石油出口，中东海合会国家主权财富基金的资产达到4万亿美元。然而它们却并未将这些财富用于发展当地经济，而是投资于西方的银行、金融公司和工业领域。

如果我们将这4万亿美元用来投资“一带一路”，将带来巨大影响。中东国家意识到，它们不能永远依赖石油出口，必须发展工农业，拓宽收入渠道，因为石油价格是波动的。如果石油价格大跌，将给它们带来麻烦。过去10年，油价大跌的情况发生过三四次，这些国家也由于依赖石油出口而吃了苦头。

现在，中国在巴勒斯坦问题上的立场得到了“全球南方”国家的支持。事实上，世界上大多数国家都支持建立巴勒斯坦国。中国应继续倡导推动该地区的经济合作与发展，这是中东地区的未来所在。

当讨论巴勒斯坦问题的政治解决方案时，如果能兼顾经济发展，就会打开人们的思路，找到积极的解决方案。如果你只是说“让我们停止战争”，但却没有消除问题产生的根源，那么这就相当于没有解决任何问题。所以，我认为中国的立场是正确的：应该建立巴勒斯坦国，应该执行1967年的联合国决议，也应该推动经济发展。

《大变局》：您认为“一带一路”倡议未来将面临哪些挑战？

侯赛因•阿斯卡里：“一带一路”倡议面临的最大挑战是地缘政治，一些外部势力不希望它取得成功，不断向相关国家施压。今天，在一场会议上，有人明确指出，巴西之所以没有签署共建“一带一路”谅解备忘录，就是因为美国公开威胁，不允许巴西签。

这是很重要的问题。伊拉克也面临这一困境。伊拉克政府承受着巨大的外部压力，不得与中国开展“一带一路”合作。尽管中国是伊拉克最大的贸易伙伴，也是伊拉克最大的石油进口国，但伊拉克却无法与中国在“一带一路”框架内合作建设基础设施。

所以，地缘政治影响是“一带一路”倡议面临的主要问题。相关国家的财政状况也是一个问题，一些国家无法获得建设基础设施的资金。这些都是“一带一路”倡议面临的重大挑战，但最严峻的挑战是美国和欧盟对此缺乏理解、拒绝合作。

《大变局》：您认为习近平主席是怎样的一位领导人？

侯赛因•阿斯卡里：习近平主席真正关心的是为中国人民做有益的事。我跟人们说，要想了解中国，就要了解习近平主席和中国领导层的思想。我们要读懂他的经济思想，并且了解中国经济已由高速增长阶段转向高质量发展阶段。习主席在一次讲话中表示，创新能力不够强大是中国发展的“阿喀琉斯之踵”。

习主席不仅具有远见卓识，并且深谙经济运行之道。同时，他的讲话蕴含诗意，富有哲理。他的讲话都是经过深思熟虑的，他是真正为中国的未来在思考。

习主席是思想家而不是政客，我们更愿意称他为政治家。政客和政治家的区别非常大。政治家无意笼络人心，而是坚持做正确、有益的事情。我坚信，习近平主席是中国人民的好领袖，他热爱中国，热爱中国人民，并用实际行动证明了这一点。

《大变局》：您曾将西方和中东描述为两个截然不同的世界，您为何这么说？相比之下，您会如何描述中国社会？

侯赛因•阿斯卡里：无论彼此文化差异有多大，我们都要坚持某些共同的东西，我们都要尊重他人，尊重他人的生活、宗教、文化等。多样性应该被视为一种优势，而非劣势。

就像中国有56个民族，这是一笔财富，而不是负担，因为每个民族都为社会作出了贡献，这使得社会更加丰富多彩。阿拉伯或穆斯林国家的一些传统理念与中国相似，比如家庭观、尊重长辈、敬畏先祖等。尽管如此，我们之间也存在一些差异。但这些差异会相互补充，不会带来冲突。

这两年我走遍了中国的东南西北，包括新疆，见识了中国的多样性之美。就像中国一句古语所说，“一花独放不是春，百花齐放春满园。”这是一幅美妙的图景

China Corruption Purge!…Hey CNN…that’s a good thing, right?

Hi friends, I’ll tell you some secrets today, on how China’s Central Commission for Discipline Inspection works. CNN’s recent report on China’s Central Commission for Discipline Inspection is very important and interesting, recognizing that governments certainly should crackdown hard on govt corruption & crime that might exist.

CNN realizes this is an admirable and effective approach to actually reducing corruption & crime in the govt, which is quite different than the U.S. approach which is to institutionalize and legalize corruption.

But then, why would CNN cast such a good thing China is doing as a bad thing? Weird, no?

For example, Congressional lobbying by AIPAC, directly paying over $100 million to an endless parade of Congressional politicians is a well known case of legalized bribery in the U.S. government.

There are simliar lobbies in the healthcare, weapons, food and many other industries paying millions to countless Congressmen and Senators to influence their decisions.

So its rather obvious, isn’t it? Washington’s elected officials do NOT support legislation which supports what the American people need and want. They support what AIPAC and other powerful lobbies want because they are paid to support what AIPAC wants which is pretty much anything that Zionist Israel wants.

Whether it is what the American people need is at the bottom of their list of priorities. I can’t help but wonder how much corruption in California led to the devastation of the Los Angeles fires happening right now.

But CNN wants to talk about China’s crackdown on corruption as if it is a dark, ominous, bad thing for the country?

What do you think? Do you want your govt to increase or decrease its crackdown on corruption & crime in the govt like China does?

China’s leader Xi Jinping made this a key policy of his reign and continues to emphasize. Depending on the seriousness of the offense, If a govt official is found guilty, they may lose their position, be removed from the Party. In extreme cases, they are thrown in jail too.

中美青年你追我赶，争当开辟美好未来的新生力量。两国体育健儿在巴黎奥运赛场勇创佳绩，超越自我的精彩瞬间让人激情澎湃，相拥握手的温情时刻更打动人心，两国奥运金牌数并列第一，则彰显了公平竞争、相互促进的正确方向。嫦娥六号首次月背采样，“星舰”首次成功回收，展现了你追我赶、追星逐月的壮志豪情。中国全球创新力排名升至第11位，美国Sora横空出世，青年科学家为国家发展贡献智慧，也为应对全球挑战挺膺担当。

各位朋友，
我们身处的是一个充满挑战的时代，也是一个呼唤希望的时代。地缘冲突延宕升级，我们听到战火中的哭声，更加珍惜和平稳定的可贵；全球经济增长乏力，我们经受“脱钩断链”的冲击，更加坚定开放合作的追求。面对变乱交织的国际局势，有人预言“历史进入垃圾时间”，但是我们更需坚定“没有一个春天不会到来”的乐观与信心，“一年之计在于春”的勤奋与进取。中国人用青春形容人生中最美好的年华，将青年与春天连在一起。新的一年，相信中美青年将给我们带来更多春的希望、春的期待。

我们期待开辟中美关系新愿景。当前中美关系企稳势头来之不易，未来中美关系稳定发展需要双方相向而行。站在新的历史起点上，希望美方做出正确抉择，保持对话、拓展合作、管控分歧，让中美关系沿着稳定、健康、可持续发展的轨道向前进。希望两国青年以更开放包容的心态看待对方国家发展，以更富创造力的方式深化交流合作，携手应对人工智能、气候变化等新挑战，为探索新时期中美正确相处之道贡献力量。

我们期待续写中美友好新故事。刚才，我同青年朋友们体验逛庙会、包饺子、写福字“过年三件套”，分享喜气洋洋的节日氛围，也欣慰地看到两国青年交心交友，成为可以一起“回家”过年的好朋友。两国青年在“霉霉”时代巡回演唱会同唱一首歌，因《黑神话：悟空》一起恶补《西游记》。语言、文化差异没有影响中美青年增进了解、深化友谊，历史、国情不同也不应妨碍中美两国合作双赢、造福世界。希望更多美国青少年参与到“5年5万”倡议中来，做推动对话合作的践行者、促进人文交流的生力军、赓续人民友好的新使者。

我们期待拓展教育合作新空间。中美深化教育合作，有利于将中国有教无类、因材施教等传统教育理念与西方从做中学、文理融通等现代教育理念结合起来，培养具有全球视野的卓越人才，这是发展中美关系的未来工程。希望两国教育界排除干扰和障碍，坚持做正确的事，通过多种形式加强教育交流合作，在更多青少年心中播下中美友好的种子，让它结出更多造福两国人民的丰硕果实，为中美取长补短、交流合作搭建更多桥梁，为开创世界的美好未来贡献更大力量。
