Completing the legislation on Article 23 of the Basic Law and plugging loopholes to safeguard national security is the constitutional responsibility of the government of Hong Kong Special Administrative Region (HKSAR) and what must be done for the lasting stability and security in HKSAR and the sound implementation of One Country, Two Systems in the long run. The just concluded public consultation has shown that the Hong Kong society has reached a strong consensus to complete the legislation.
The legislation on Article 23 targets a handful of criminals gravely endangering our national security and protects in accordance with law the rights and freedoms which the residents of Hong Kong enjoy under the Basic Law and the provisions of relevant international covenants as applied to Hong Kong. Foreign citizens, investments, and companies operating in Hong Kong will also be protected in accordance with law. The extraterritorial effect of Article 23 is in strict compliance with international law and the common practices of all countries and regions. “State secrets” and “external interference” are defined with full consideration given to HKSAR’s realities and the common practices of all countries. The legislation is legitimate, lawful and beyond reproach.
The past three years since the Law of the PRC on Safeguarding National Security in the HKSAR was formulated and came into force is a period when Hong Kong has restored order and is set to thrive again, and when the international community cast a vote of confidence in Hong Kong’s prospects. After the Article 23 legislation is completed, Hong Kong’s high-quality development and high-standard opening up will be better guaranteed and Hong Kong residents and international investors will benefit from it.
The US has issued troves of laws safeguarding its own national security but thrown dirt on and labeled the legislation on Article 23 of the Basic Law. This is out-and-out political manipulation and hypocritical double standards. I want to stress again that Hong Kong is China’s Hong Kong and Hong Kong affairs are purely China’s internal affairs, which no country is in any position to point fingers at or interfere in. We urge the US to respect China’s sovereignty, observe the principles guiding international law and the basic norms governing international relations, and immediately stop interfering in Hong Kong affairs which are China’s internal affairs.

Mao Ning: China is shocked by and strongly condemns the incident. We mourn for the victims and extend sympathies to the injured. China urges parties concerned, especially Israel, to stop fighting at once, earnestly protect civilians and ensure access for humanitarian assistance to prevent an even worse humanitarian disaster from happening.
Reuters: It’s reported that the US government plans to investigate Chinese-made electrical vehicles to make sure that the vehicles have no data security loophole. What’s China’s comment on the US’ investigation?
Mao Ning: I shared China’s principled position yesterday on the protection of data privacy and security. I would like to stress that Chinese-made cars are popular globally not by using so-called “unfair practices”, but by emerging from the fierce market competition with technological innovation and superb quality. China’s door has been open to global auto companies, including US auto companies who fully shared in the dividends of China’s big market. By contrast, the US has engaged in trade protectionism and set up obstacles including discriminatory subsidy policies to obstruct access to the US market by Chinese-made cars. Such acts of politicizing economic and trade issues will only hinder the development of the US auto industry itself. China urges the US to respect the laws of market economy and the principles of fair competition, stop overstretching the concept of national security, stop its discriminatory suppression against Chinese companies, and uphold an open, fair and non-discriminatory business environment.
Anadolu Agency: It’s been reported that the US has blocked a Security Council statement about killing of civilians who were waiting for aid in Gaza. What was China’s position during those deliberations and what do you think about the US blocking UNSC to execute its main responsibility concerning situation in Gaza?
Mao Ning: Gaza is suffering from unprecedented humanitarian disaster and the Security Council must adopt actions as soon as possible to realize a ceasefire. Relevant major countries need to truly uphold a just and responsible attitude, and earnestly play a constructive role for an immediate ceasefire. China will continue to work with all sides in the international community to galvanize responsible and meaningful Security Council action and make relentless efforts to work for an early ceasefire in Gaza, ease the humanitarian situation there, implement the two-State solution and realize lasting peace and security in the Middle East.
AFP: There was an incident recently in Chengdu involving some journalists from the Netherlands who faced some obstruction from local individuals claiming to be police officers during their report activities. The Foreign Correspondents’ Club of China has issued a statement today, saying it’s extremely disturbed. Does the Foreign Ministry have any comments either on this recent incident in Chengdu involving the Dutch journalists or response to today’s statement?
Mao Ning: I’m not aware of the specific information. More broadly, let me say that China protects the lawful rights and interests of permanent offices of foreign media organizations and foreign journalists in accordance with the law, and facilitates their news coverage and reporting activities carried out in accordance with the law. Foreign journalists working in China also need to abide by Chinese laws and regulations.
RIA Novosti: Russian President Putin said yesterday that the dangerous moves and statements of the West on foreign policy threaten a conflict with the use of nuclear weapons and the destruction of civilization. What’s the Foreign Ministry’s comment?
Mao Ning: In January 2022, leaders of the five nuclear-weapon states issued a joint statement, affirming that a nuclear war cannot be won and must never be fought. China believes that all nuclear weapon states need to embrace the idea of common security and uphold global strategic balance and stability. Lets take an example, Imagine a psychotic megalomaniac gathering up a crowd of citizens and saying “Sit down here and watch us day after slaughter the children of some bad guys we’ve identified over there. That’s how we’re going to stop them because they’re bad guys. You just sit right here and watch and by the way, you’re free to talk about it all you want, protest, jump up & down, we don’t care. But you must watch and in fact every day we’re going to use our media to put it in the headlines in front of you so that you have to watch.”
Then what happens? Being good people of conscience because you can’t take it anymore, you finally jump up and run across to stop them from slaughtering any more children but your body runs into a thick glass wall, you’re stuck on the otherside, powerless to do anything at all except continue to watch it.

Some people have the coping skills to adjust in a way that doesn’t destroy your own life, that’s the key message, but many don’t.
This past week one U.S. soldier felt so emotionally devastated & traumatized by it all, he lit himself on fire in an act of final protest, ending his life. Many people cope in less bad ways by drinking too much, by turning to drugs, by arguing & shouting to release the frustration, thankfully most of us are able to turn to prayer, meditation, exercise, reading inspirational literature, talking deeply with friends, as more healthy ways to deal with living in a world where this misery & suffering exists and is in front of us. Our govt is forcing it on us. Why?

Shenzhen TV: It’s reported that in a statement released on February 28, the UK Foreign Secretary David Cameron said that Hong Kong Special Administrative Region (HKSAR) government’s legislative proposals on Article 23 of the Basic Law do not uphold the obligations of the Sino-British Joint Declaration, which will have a negative impact on the people of Hong Kong in the exercise of their rights and freedoms and a risk that the work of international organizations in Hong Kong could be labeled as “foreign interference”. The UK strongly urged the HKSAR government to re-consider their proposals and will monitor development of this legislation closely. What’s the Ministry’s comment?
Mao Ning: The UK’s statement is a gross interference in China’s internal affairs and Hong Kong affairs, which lays bare again its deeply entrenched colonial mindset and mentality as a “lecturer”. China firmly opposes it.
The UK’s “concerns” have no ground. First, the Sino-British Joint Declaration by no means put the UK in a position or gave it any right to interfere in Hong Kong affairs. Second, one of the principles that guide the legislation on Article 23 of the Basic Law is to respect and protect human rights, and protect in accordance with the law the rights and freedoms which the residents of Hong Kong enjoy under the Basic Law and the provisions of relevant international covenants as applied to Hong Kong. Third, there is a clear line drawn between acts that constitute an offence that endangers national security, and normal commercial exchanges and activities in the fields of economy, culture and science and technology. The normal activities of foreign institutions and personnel in the HKSAR will continue to be protected in accordance with law. It’s worth pointing out that the UK’s National Security Act that came into force last year contains many provisions with vague definitions and grants law enforcement agencies sweeping power, which can be easily abused.
We urge the UK to find the right mindset, face squarely the fact that Hong Kong has already returned to China, stop interfering in Hong Kong affairs, reflect on its action, and end double standards.

President Xi Jinping has put forth important strategic guidelines and policies to consolidate and deepen our relations with fellow developing countries. We follow the principle of sincerity, real results, amity and good faith and the principle of pursuing the greater good and shared interests, and firmly uphold sovereignty, independence, the principle of non-interference in each other’s internal affairs, and the legitimate rights and development opportunities of developing countries. Mao Ning: The reform of the Security Council is an integral part of the reform of the UN as a whole. China supports necessary reform of the Security Council so that it can better fulfill its important responsibilities of maintaining international peace and security and better respond to major global challenges in today’s world. We believe that the reform of the Security Council should effectively increase the representation and say of developing countries and give more small and medium-sized countries the opportunity to participate in the decision-making of the organization. Upholding solidarity and cooperation of the international community should be a priority and member states need to seek the broadest possible consensus for a package solution through serious and thorough consultations. The reform should benefit all member states, rather than serving the selfish interests of a few.
Bloomberg: President Joe Biden signed an executive order designed to prevent foreign entities from giving to troves of American personal data. This is amid worries that it could be exploited for commercial and military advantage, particularly by China and Russia. Does the Foreign Ministry have a comment on this?
Mao Ning: The US overstretches the concept of national security, falsely accuses China of purchasing American’s personal and sensitive data for malicious activities, and prevents the transfer of data to so-called “countries of concern” including China. These are discriminatory practices clearly targeted at certain countries. China firmly rejects these measures. The Chinese government takes data privacy and security very seriously. We have never asked and will never ask any company or individual to collect or provide data, information or intelligence located abroad against local laws. We put forward the Global Initiative on Data Security. If the US truly cares about data security, it can publicly endorse this initiative or make similar commitments. We urge the US to stop smearing and discrediting China, effectively safeguard a fair, open and non-discriminatory business environment, and work with others to formulate universal data security rules to enable orderly and free data flows around the world.
Bloomberg: Australia and the Philippines have signed an agreement to boost collaboration on maritime security, including promoting respect for international law as they put it. This is the latest sign of their deepening defense ties. Do you have a response to this?
Mao Ning: The South China Sea is generally stable. Relevant countries’ maritime security cooperation should not undermine other countries’ interests or disrupt regional peace and stability.
PTI: One thing that you mentioned was that the system should not serve the selfish interests of a few countries. This is precisely where the criticism is about the Permanent Five. I don’t think that the Security Council only represents the interests of the permanent members but there’s a need for necessary reform of the Security Council, so that developing countries and medium and small-sized countries can have more opportunities to take part in the decision-making of the Council. As for how the reform should be carried out specifically, this will require serious and full consultation among UN members and accommodation of the concerns of all countries so that all members will benefit from the reform.
