本集談華為，稍為綜合整理華為的近況。

2023年8月29日，華為在沒有預告之下，突然推出旗艦新機 Mate 60 Pro。據報，當天發售通知一出，不到一小時，首批有現貨的Mate 60 Pro已售罄。小米的新機最近在香港官網也是一批批在網上發售，也是幾乎一推出便報稱已售罄。以網上推出打頭陣，然後幾乎即時售罄，這樣製造出來的聲勢，比賣廣告的效應更大。無論如何，中國牌子的手機早幾年已通行國際，而華為相比起來更加是中國手機品牌肩負「中國製造」殊榮的國產手機。有些部件華為沒有自己做，幾年前任正非在訪問內曾透露，目的是不想做絕、做盡，讓人也可以分一杯羹。所以芯片方面，華為已自主研發，甚至有製造芯片的技術，只是量化生產就留給美國半導體公司和台積電等。誰料美帝國行霸權主義路線，將華為願意一起搭發展快車的好意，反用為是卡華為脖子的手段，令幾年前全世界銷量數一數二的華為手機，因芯片不足而退出手機市場三、四年。這段歷史大家都知道，在此不贅言了。因此，單純是華為用Mate 60 Pro8月29日重新登場，已是一件大新聞！更何況，當天是美國商務部部長雷蒙多離開中國前一日。雷蒙多8月27日晚抵達北京，正式有全日行程是28、29兩天，30日結束行程返美。而華為的手機就及時在雷蒙多離開中國前發佈。當中「滿血復活」、王者重臨的宣示意味十分明顯！也找對人的。因為雷蒙多正是將200多家中國企業放入美國商務部「黑名單」的主事者；雷蒙多甚至多次毫不包裝、赤裸裸地發表仇視華為的言論。她曾經公開要求美國盟友停止使用有華為技術的任何設備。這樣的一個美國商務部長，確是要用「華為手機重生」來為她的訪華行程贈興。做法有理有節。

雷蒙多的行程一般分析已指出，是帶著冰冷的態度、去走一次表面上的破冰之旅。事實上「破冰」不是她的目的，此行她是向中國提出要求，但中國沒有讓步；中美雙方在她訪問期間沒達成任何協議。而中國多個層面直面美國的碰撞，在合法合理的情況下跟美國直接較勁，是現階段的常態。而且打這種國際牌，中國算是胸有成竹；主要是整個國際大環境、道德高地，以及話語權都變了。所以擺明車馬為雷蒙多贈興之餘，華為Mate 60 Pro與蘋果iPhone 15發佈會的日子，以現時訊息反映，雙方是直接打對台。上述是華為手機8月29日王者歸來對外的意義。

而華為手機之復出，牽一髮動全身，除了上述對外的作用外，對內也極為重要；重要到不是一句「提振經濟」便可以簡單表達。實事求是，當前中國內部處境有點曲折。曲折反映在房地產巨企碧桂園也爆雷。早前六月份，天津市八里台鎮碧桂園鳳錦庭院出現地面下陷，究竟是整個鳳錦庭院都報廢，抑或只是部份報廢、部份要維修，網上沒有下文。而住戶維權的視頻在六月份曾一度廣傳。鳳錦庭院出事，會否是壓垮碧桂園的最後一根稻草。第二個曲折，是年青人失業率高，極可能是前十年大學學科規劃存在某種錯配，令大量非理工科畢業生畢業等於失業，以及三、四十歲就等待淘汰的困境。我在之前的節目已談了，官媒用孔乙己去責難年青人是對錯焦點；事實上很難只責怪年青人不願意脫下士人長袍，深層原因極可能是來自學科規劃上的錯配。而這群人，即使總體經濟大數據轉為向上行，短期及中期也未必可以令他們受惠，因為他們需要轉型。此外，此次北部雨災和洪災，實實在在地令不少人一生的努力付諸洪水，要花數年時間去追回一夜間的損失，受傷不輕，會產生社會、民心上的壓抑。再此外，當前整個社會要消化抗疫遺留下來的、沒有報復式經濟反彈下，民眾層面的經濟困境。再此外，中國貧富差距大、經濟未明顯復甦之下最容易滋生民怨；舉例，財富分配過程存在的不公，例如醫療反腐所揭示的狀況，當中的觸目驚心會令民間有怨氣……。不再細數了。總之，拉闊鏡頭，審視對外的複雜性之餘，也要審視內部的複雜性。如此一來，就會明白華為Mate 60 Pro提振人心的意義，對內其實更加意義重大。而且這種提振，心理意義和實質意義並存。華為手機重臨，是代表一個產業在打壓中壯大。最近荷蘭方面有最新消息，是今年之內不會管美國如何施壓，仍會賣某型號的光刻機予中國。這則新聞和華為的新聞並讀會很有啟發。華為因為沒有量產芯片的能力被卡脖子，而這一卡只用了三、四年時間便解決問題。同理，如果荷蘭不及時賣光刻機予中國，會令中國又再傾全國之力去做光刻機；而且明顯地華為和中國一些大學現階段已在光刻機方面取得技術突破。荷蘭如再不及時賣光刻機給中國，就等如自絕了賺錢的生路。所以華為手機不死，對外、對內都十分重要，可以盤活、打通很多關節。

以下回頭繼續談華為Mate 60 Pro的情況。華為沒有明確表示是否支援 5G 網絡，但有許多知名數碼博主實測了新手機，證明是行5G、甚至是5.5G的網速。此外，這部新機是全球首款支持衛星通話的智能手機。在沒有網路信號下，可以打衛星電話。採用的是第二代北斗衛星通訊技術，有語音通訊功能和雙向發簡訊功能。這新技術平常生活中未必用得著，但對在海上、沙漠、荒山作業者，甚至是要出入災區的人，十分有用。

而在上述功能之下，Mate 60 Pro究竟用上甚麼芯片？是最亮眼的焦點。華為現時處理器方面標明是搭載麒麟9000s芯片，而產地寫着「CN」（中國）。此外，泰山CPU、鴻蒙操作系統也是華為自主研發，成為一款知識產權完全自主的中國智能手機。現在最大的秘密是芯片怎麼個「CN」（「中國」）法？現時沒有進一步公佈。不過網上有很多猜測。簡言之，有人猜測，可能是2020年9月禁令前的儲備。有人認為，是Mate40系列剩下來的芯片；第三種講法認為是中芯國際7nm的工藝。總之，這個熱議令人對9月12日的發佈會充滿期待！

此次華為是跟國家配合，在雷蒙多訪華期間提前發售新機；這樣的出招高度，手機芯片的來源，日後清楚交代起來一定是個很壓場、嚇外界一跳的生產方式。在這裏再一次強調，華為的麒麟芯片系列2014年已面世，不是最近才有；而在中美大打貿易戰的2018年中，麒麟980也誕生了。當時已預計美國的打壓會針對一些軟肋，例如芯片。麒麟980的成功研發，甚至生產（注意：不是量產，是能生產製造。量產，是給代工的生意），令華為於2018年已結束「無芯」時代，不是8月29日的今日。我從前做過一集節目談華為一家低調生存了十多年的公司——海思。他的主管是何庭波女士，就是她一直秘密地承擔芯片研發及生產工作。我會附那集節目的連結給大家。大家也可以上網找何庭波和海思的故事來看看。所以，如果9月華為發佈會值得留意，應該留意華為如何成功解決量產問題。中國華為是否已經擁有量產芯片的光刻技術和光刻機，不用再猜，一起留意發佈會便知道。一切宜以官方版的公佈為準。

上面談被打壓至退場的華為手機。而華為在過去幾年於失去手機這主要收入來源後又怎麼辦呢？以下一談。沒有了手機之後，華為不斷開發其他面向。由2023年半年報反映，華為半年淨利潤大增218%，標誌著華為最困難的時期已經過去。而未來，會多了Mate 60 Pro來增加營行。由此可見，花了三年時間，華為應該已走出谷底。

以下談華為一則被美麗誤會的新聞。

本月（8月）初，有媒體留意到華為以註冊資本15億元人民幣成立了一間地產公司，名為東莞棠雅實業投資有限公司。公司的業務註明是做房屋建設、住房租賃、園區管理服務等等。於是有人以為華為要進軍房地產市場？真相又是如何呢？

華為方面發表了官方說法。華為表示，不會開發房地產。主要是公司於2019年斥資8.45億元拍下了一塊約12萬平方米的商住用地。新成立的地產公司，是對該片土地承擔建設、管理工作；是華為企業總部人才住房的配套項目，不是對外拓展房地產業務。此外，「全屋智能」市場潛力巨大，新註冊的公司可能是華為在房地產科技發展、全屋智能化等方面的佈局之一。總之，不是去炒房地產。

US commerce secretary’s China visit overshadowed. In contrast, word on Huawei’s new smartphone spread like wildfire on China’s social media. By George Koo 美國商務部長訪華蒙上陰影。 相比之下，有關華為新款智能手機的消息在中國社交媒體上不脛而走. Sept 4 2023

While US Commerce Secretary Gina Raimondo was visiting Beijing last week, she witnessed a spontaneous celebration among the Chinese people. But the gleeful outburst had nothing to do with her meetings with Chinese leaders; it was a raucous cheer for the re-emergence of Huawei’s smartphone business.

By disclosing the availability of a new smartphone, the Mate 60 Pro, on the company website, Huawei quietly let customers in China know that it had re-entered the mobile-phone business.

Word on the Mate 60 Pro spread like wildfire on China’s social media. Even though Huawei provided virtually no background information on the new phone, the initial allotment was sold out on the first day.

Visitors to the website can see that Huawei’s smartphone is priced slightly lower than the Apple iPhone 14 with similar functionality. The notable difference is that the speed of Huawei’s phone is greater and meets the specifications of a 5G-capable smartphone.

Third parties immediately took apart the Mate 60 Pro and reported that there was no evidence of any US technology inside the phone. The phone is driven by a Kirin 9000S chip, designed and made in China, and uses HarmonyOS, Huawei’s own operating system.

There are many other technical differences between Huawei’s latest smartphone and its competitors. Bit the essential point to me is that Huawei is back after three years in the wilderness.

In 2019, the US began to levy a series of sanctions on the company denying it access to advanced chip designs and the availability of Taiwan Semiconductor Manufacturing Company (TSMC) to make the chips for them. Each successive restriction was designed to strangle Huawei out of the smartphone business.

Message to Biden administation

In a way, Huawei’s action did have something to do with Raimondo’s visit. The company apparently moved up the unveiling of the Mate 60 Pro to coincide with her visit. To many of China’s netizens, it was Huawei’s way of calling her and the Joe Biden administration’s attention to the fact that no obstruction imposed by the US will keep Huawei down for long.

Huawei has not disclosed how it has achieved the necessary technological advances, but one thing is clear. The company could not have made all the advances without partners in China and without creating a domestic supply chain, from design software and semiconductor fabrication to essential chemicals and materials.

What Huawei has accomplished will ripple through China’s semiconductor industry. Huawei’s experience will facilitate and encourage others to follow. China’s self-sufficiency in semiconductors will only increase.

Previously, China represented almost one-third of the world’s market for semiconductors. Before the US mounted the trade war, it was more convenient for China to buy them than to make its own. Now that it is forced to go on their own, China is, consequently, not importing as much, and total import is declining by double digits annually.

America’s shortsighted strategy to decouple from China will devastate the revenue of leading US providers of advanced chips such as Nvidia and Qualcomm and manufacturers of chip-making equipment such as Applied Material and Lam Research.

These companies will see their comparative advantages dry up. In the near term, they are not allowed to sell to China. In the long term, China will not need to buy from them.

Washington’s policymakers failed to appreciate that China is no technological slouch. When pushed against a wall, China will back its national interest with the needed funds and talent to overcome any obstacle.

It’s time for Washington to accept the fact that efforts to suppress China is a wasteful national priority and damaging to national interests. We Americans will rue the day when our insistence on making China our adversary became a reality.

Sanctions against Russia turning Germany into ‘kamikaze’ – MP. Berlin’s support of a policy dictated by Washington is jeopardizing the country’s own economy, lawmaker Sevim Dagdelen says

Western sanctions have failed to destabilize Russia and are now backfiring on the countries that imposed them, including Germany, Sevim Dagdelen, an MP from the Left Party (Die Linke) has warned.

In an op-ed for the Berliner Zeitung published on Friday, the lawmaker claimed Russia’s economy has successfully weathered the restrictions and is steadily adjusting to the new economic realities.

“In order to ruin Russia, it was hoped that the punitive measures that violate international law will have a long-lasting effect. But the reality is different. Even the Russian auto industry is recovering. Chinese companies are stepping in for the German manufacturers who leave Russia,” Dagdelen wrote.

“Contrary to what was hoped, Russia has not been ruined. The consequences of the sanctions are evident, but on our side. While Germany’s economy collapsed by 0.3% in the last quarter and stagnation is also threatening the Eurozone, Russia is now forecast to grow by 2.5% this year. As is often the case, a merciless idealism characteristic of the German ruling party obscures the view of reality.”

According to the lawmaker, the sanctions are strengthening Russia while the German government “is ruining domestic economy with open eyes.”

“The federal government acts here like a kamikaze pilot, replacing politics with dubious morality and is happy about a friendly nod from Washington,” she stated, noting that double-digit inflation in Germany is the product of sanctions, as well as the “ever increasing military support for Ukraine.” Dagdelen also noted that the sanctions war has prompted the largest redistribution of capital in the country, with large corporations boosting profits while ordinary German consumers suffer from a drop in real wages and a cost-of-living crisis.

The lawmaker criticized the government that “wants nothing to do with diplomacy” and urged Berlin to distance itself from Washington and NATO. She suggested closer ties with BRICS, a G7 rival economic bloc of countries that includes Russia and that will represent nearly 40% of global GDP after it officially admits new members at the beginning of next year. According to Dagdelen, Germany should “react accordingly to the new multipolarity.”

“Germany and Europe need a sovereign foreign policy that is no longer subordinate to the US and NATO. Supporting the BRICS peace initiative would be a first step towards freeing ourselves from the socially and politically fatal paternalism of the US. It would represent a step towards democratic sovereignty. No war is our war, not even this one.”
