Remarks by Spokesperson of the Chinese Embassy in the US on US Secretary of State Blinken’s Press Statement on OHCHR’s Report Concerning Xinjiang
Q: On September 1, US Secretary of State Antony Blinken issued a press statement on the report on the Human Rights Situation in Xinjiang by UN Office of the High Commissioner. Do you have any comment?
A: Without the mandate of the United Nations Human Rights Council, the Office of the High Commissioner for Human Rights (OHCHR) released the so-called “assessment” on Xinjiang, which smears and slanders China, and interferes in China’s internal affairs. It seriously violates the purposes and principles of the Charter of the United Nations, and greatly undermines the credibility and impartiality of the OHCHR. The Chinese side has stated its stern position on this.
Of all people, the people in Xinjiang, whatever their ethnic backgrounds, are in the best position to tell the world what the human rights conditions are like in Xinjiang. In recent years, Xinjiang has enjoyed sustained economic growth, social harmony and stability, better living standards, cultures thriving like never before, and freedom of religious beliefs and religious harmony. The development and prosperity of Xinjiang is the greatest human rights achievement.
This so-called assessment is orchestrated and produced by the US and some Western forces and is completely illegal, null and void. It is a patchwork of disinformation that serves as a political tool for the US and some Western forces to strategically use Xinjiang to contain China. The US and some Western countries can by no means represent the international community.
As soon as the report was released, the US rushed to issue a statement to “welcome” the report, which clearly showed its intention to stir up chaos in Xinjiang. China firmly opposes US interference in China’s internal affairs through Xinjiang-related issues. What the US should really focus on is its own human rights abuses.
The rejuvenation of the Chinese nation is not to be stopped. We urge the US not to underestimate the determination of the Chinese government and people to maintain long-term peace and stability in Xinjiang, and to give up the illusion of “using Xinjiang to contain China”.

I went to a funeral last Saturday. Friend’s wife passed away at a young age of 53, left behind husband, 20 & 16 old sons.

ITV News: What action will the Chinese government take to address the human rights violations raised by the Office of the High Commissioner for Human Rights in the human rights assessment of Xinjiang?
Wang Wenbin: This so-called assessment is orchestrated and produced by the US and some Western forces and is completely illegal, null and void. It is a patchwork of disinformation that serves as a political tool for the US and some Western forces to strategically use Xinjiang to contain China. The OHCHR fabricated the assessment based on the political scheme of some anti-China forces outside China. This seriously violates the mandate of the OHCHR and the principles of universality, objectivity, non-selectivity and non-politicization. It once again shows that the OHCHR has been reduced to an enforcer and accomplice of the US and some Western forces in forcing the developing countries to fall into line with them. The fact that this assessment, despite its illegality and zero credibility, did not go so far as to play up false allegations such as “genocide”, “forced labor”, “religious oppression” and “forced sterilization” shows that the lies of the century concocted by the US and some Western forces have already collapsed.
Of all people, the people in Xinjiang, whatever their ethnic backgrounds, are in the best position to tell the world what the human rights conditions are like in Xinjiang. In Xinjiang, people from ethnic minorities, religious figures, workers, and those who graduated from the vocational and education training centers, among others, have voluntarily written to the High Commissioner for Human Rights about their own experience to present the real Xinjiang. International friends who have been to Xinjiang said what they saw with their own eyes in Xinjiang is completely different from what has been reported by Western media or portrayed by anti-China forces. More than 60 countries who care about truth and justice have sent a co-signed letter to the High Commissioner to express their opposition to the release of this untrue assessment. Nearly 1,000 non-governmental organizations from across the world and people from various walks of life in Xinjiang have written to the High Commissioner to express their opposition. In recent years, nearly 100 countries, including Muslim countries, have spoken up at the Human Rights Council, the Third Committee of the UN General Assembly and on other public occasions to support China’s legitimate position on issues including Xinjiang and oppose interference in China’s internal affairs in the name of so-called Xinjiang-related issues. They are the mainstream of the international community. The US and some Western forces seek to destabilize Xinjiang and use it to contain China. This unjust, pernicious political agenda will not have people’s support and will only end in failure.
Asahi Shimbun: The Vostok 2022 military exercise has officially started, where the Chinese military has sent more than 2,000 people to participate. This year’s drill is also the first time that the PLA land, sea and air forces have simultaneously joined a large-scale military exercise organized by Russia. Why did China send such a huge group for the exercise?
Wang Wenbin: The Ministry of National Defense of China has already put out a readout. You may refer to that.
Beijing Youth Daily: According to the US Centers for Disease Control and Prevention (CDC), over 18,000 monkeypox cases have been reported in the US, more than any other country. US media have pointed out that people of color are once again suffering disproportionately in this outbreak. What’s your comment?
Wang Wenbin: I have noted relevant reports. The WHO has provided guidance for national prevention, control and response to the monkeypox outbreak. But regrettably, ethnic minorities in the US have once again become the worst affected groups.
A recent report by the US-based Kaiser Family Foundation points to the significant and widening racial disparities in the monkeypox outbreak in the US, with people of color at increased risk for public health threats. According to data from the US CDC, Hispanic and Black people account for over 60% of all confirmed monkeypox cases despite making up just around 30% of the population in the US. Black people, who make up about a third of cases, received only 10% of vaccine shots. Similarly, other research in the US has shown that for COVID-19, Hispanic and Black Americans are infected at a rate three times that of whites and they are twice as likely to die from COVID-19. Compared to white children, Native American children were 4.5 times more likely to face orphanhood as a result of COVID, Black children were 2.4 times more likely, and Hispanic children were 1.8 times more likely.
Whether it is the monkeypox outbreak or the COVID-19 pandemic, each public health emergency, like a diagnostic scanner, highlights the deep-seated systemic racial discrimination in the US. While the US government keeps repeating “all men are created equal” and lectures other countries on human rights, racial minorities in the US are being unjustly treated and even callously deprived of their right to life and health. The US needs to stop putting on a facade of human rights champion and actually do something about racial equity and the rights of racial minorities at home.
China News Service: On August 30, Prime Minister of Pakistan Shehbaz Sharif thanked China for its assistance to his flood-affected country. Disasters caused by the heavy rain have resulted in the death of 1,136 people and more than 33.04 million people are affected by the floods. Can you update us on China’s assistance to Pakistan?
Wang Wenbin: Since the floods hit Pakistan, China has been closely following the situation. We responded immediately and made every effort to provide relief assistance. The spokesperson of the foreign ministry shared relevant information on August 29.
On the same day, President Xi Jinping sent a message of sympathy to the Pakistani President Arif Alvi over the severe floods hitting the country. He noted that as all-weather strategic cooperative partners and “ironclad” friends, China and Pakistan have been sharing weal and woe, rendering each other assistance in times of need. China will continue to provide Pakistan with urgently-needed help and support the Pakistani side’s disaster relief work. Premier Li Keqiang also sent a message of sympathy to Prime Minister Shehbaz Sharif.
The Chinese government has made active efforts to fulfill its assistance pledge. The emergency cash assistance promised by China has been delivered. The first batch of tents arrived in Pakistan on August 30 and 31 by Chinese Air Force Y-20 aircraft, and the remaining supplies will be transported to the disaster-stricken areas as soon as possible. This first batch of tents were collected from Sichuan. One of the pilots flying the supplies went through the Wenchuan earthquake in 2008. After arriving at the airport in Pakistan, he spoke to the media about the unreserved help of our ironclad brother of Pakistan to China in 2008. Reuters: Germany’s defense chief told Reuters that Germany will expand its military presence in the Indo-Pacific by sending more warships and joining drills with allies as it keeps an eye on the enormous build-up of China’s armed forces. How do you comment about this?
Wang Wenbin: The public statement about demonstrating Germany’s military presence in other parts of the world by the German Chief of Staff of the Federal Armed Forces might evoke negative associations in many countries.
I want to reiterate that China always upholds a defense policy is defensive in nature. China develops necessary military capabilities to defend its legitimate national security interests, which is entirely legitimate and reasonable. China always respects countries’ freedom of navigation and overflight enshrined in international law including the United Nations Convention on the Law of the Sea. We firmly reject any country’s move to use the freedom of navigation as a pretext to undermine China’s sovereignty, endanger China’s security and attack and smear China.
CCTV: It is reported that Japan claimed in its annual defense budget request that China continues to threaten to unilaterally change the status quo with force and exert pressure by conducting military exercises around Taiwan. Japan’s Ministry of Defense is seeking budget to develop and mass produce cruise missiles, high-velocity ballistic missiles and hypersonic missile warheads. The report also said this plan obviously breaches the Japanese constitution’s constraint on the range of Self-Defense Force’s missiles. Do you have any comment?
Wang Wenbin: The Chinese side has elaborated its position on this issue several times.
Recently, Japan has been hyping up the so-called “China threat” and talking about missile development plans and the so-called “counterstrike capabilities” with the purpose of creating excuses for developing offensive military capability. It reveals Japan’s ambition to breach its commitment to the pacifist constitution and embark on its old path of military expansionism again. This sends a dangerous signal to the world that Japan is seeking to subvert the post-WWII international order. This calls for international vigilance.
As a country responsible for its historical crimes to the Asian neighbors, Japan needs to earnestly reflect on its history of aggression, respect the security concerns of Asian neighbors and stop the erroneous practice of hyping up so-called security threats in the neighborhood to find pretext for its military build-up.
Kyodo News: According to reports, the Arizona Governor had a meeting with Tsai Ing-wen this morning, where the two sides agreed to have semiconductor cooperation. What is China’s comment?
Wang Wenbin: The global industrial and supply chains come into shape as a result of both the law of the market and the choices of businesses. The “Taiwan independence” separatist forces thought they could raise their profile by promoting the so-called notion of “democracy chips”. And they seek to politicize economic and trade issues. Such a design to use democracy as a false pretext to seek independence will not lead anywhere.
O Globo: There’s a report from Washington think tank about military drills hosted by Venezuela with the participation of China, Russia and Iran soon to be held. Can you confirm that?
Wang Wenbin: The International Army Games 2022 “Sniper Frontier” contest was held in Venezuela on August 15. Teams from 13 countries including Russia, China, Indonesia, Cuba and Belarus participated in or observed the competition. The Games serve as an important platform for mil-to-mil experience sharing. China had released information about its participation before the contest was held.
Reuters: American chip designer Nvidia Corp said on Wednesday that US officials told it to stop exporting two top computing chips for Artificial Intelligence to China. And this move could cripple Chinese firms’ ability to carry out advance work like image recognition. Does the foreign ministry have any comment on this?
Wang Wenbin: What the US has done is typical “sci-tech hegemony”. The US has been stretching the concept of national security and abusing state power. The US seeks to use its technological prowess as an advantage to hobble and suppress the development of emerging markets and developing countries. This violates the rules of the market economy, undermines international economic and trade order and disrupts the stability of global industrial and supply chains. China firmly rejects it.
The US politicizes, instrumentalizes and weaponizes tech and trade issues, and engages in tech blockade and decoupling in an attempt to monopolize the world’s advanced technologies, perpetuate its hegemony in the sci-tech sector, and damage the closely-knit global industrial and supply chains. Such moves will not succeed.

This is clearly a political document. Consisting of incredibly thin gruel, it relies on and recycles debunked testimony (Zenz, the Karakax report, etc), removes historical and political context of China’s struggle against terrorism, and takes a minor sampling–“The Office of the High Commissioner on Human Rights (OHCHR) interviewed 26 former detainees at government facilities, finding that two-thirds had been “subjected to treatment that would amount to torture and/or other forms of ill-treatment”.–to come up with an astounding conclusion–China “may have committed crimes against Humanity”.
To add “may” to a document of this weight and tenure, to a charge of this seriousness, by an institution with the mandate of the OHCHR shows beyond a doubt that this is a political conclusion. To give an analogy, it is like going to a mechanic, and the mechanic telling you that you may have a ruptured fuel line, or that your brakes may be failing. It is like a doctor telling you that you may be pregnant. These are potentially life-changing events, and in all of the cases, the use of “may” is not excusable. The reason why you went is because it was a possibility; the job of the doctor and the mechanic is to render a conclusion, or to examine until one is found, not to simply repeat the original possibilities–after 4 years of investigation!
Let’s imagine if the OHCHR investigated, say, Israel’s treatment of the Palestinians for years, and then came back with “they may have committed crimes against humanity”? Can you imagine the derision and uproar this would create?
The biggest tell that this is a political conclusion is borne out by the weakness of the recommendations. The weakness and tentativeness of the recommendations is out of proportion to the seriousness of the allegations. This is because you cannot have recommendations when you do not have a foundation of facts to rely on. The statement about businesses appears likewise stitched on.
The OHCHR could have stated “human rights violations were found in the case of 17 individuals”. To toss in a charge of crimes against humanity is hypocritical hyperbole, based on a tenuous, and stretched-paper-thin interpretations of the Rome statute. To tie a putatitive charge of “crimes against humanity” to such thin evidence is evidence of political pressure and pre-determined conclusions.
Note also, the original charges and allegations seem to have disappeared–but this vanishing is not commented on. At the time of Bachelet’s appointment, Western Intelligence-HR agencies were screaming genocide, mass enslavement, and millions murdered and incarcerated, “the crime of the century”, “not since WWII”–alomg with the claim that China’s refusal to allow access was proof of coverup. All that hyperbole has quietly drained away from this document, leaving two bare findings: the fact of a vocational education program that may have lasted for 2 years and 17 or 18 individuals who may have been abused (out of 26 interviewees). Note that the actual testimony of the individuals is missing, also a curious fact.
In any given year, ride-sharing companies inflict more “crimes against humanity” against their customers. In fact, on any given day, say, in any US city, worse things are inflicted on larger numbers of people by the authorities routinely.
The report also recycles the birth control “genocide” allegations of Zenz, giving credence to his biased and already debunked interpretations, rather than to the acknowledge the facts that 1) the drop in birth rate relates to the fact that UIghurs in the XJ region were previously exempted from the one child policy for a quarter century 2) a 2 & 3 child policy is now being uniformly applied 3) as income levels and education go up, more women and couples choose birth control.
Note also the report omits completely the positive declarations on China’s promotion of human rights that Bachelet made herself after visiting China.
This is an odious. invidious document, bringing shame on both Bachelet and the Office. The propagandists have been knocking on every door–the ICC, the GA, the Uighur “tribunal”, national legislatures–trying to find a host for their lies against China. They have been routinely rebuffed. That Bachelet succumbed while also praising China shows how schizophrenic and conflicted she was, but also demonstrates that no high-ranking Western politician can speak the truth in this politicized environment and expect to survive. The Pompeo-style last minute release is further proof of this corruption and lack of integrity.
There’s no way legally CAH could apply in this situation. This is why the recommendations never refer to it, but to HR violations.
For the purpose of this Statute, “crime against humanity” means any of the following acts when committed as part of a widespread or systematic attack directed against any civilian population, with knowledge of the attack: (a) Murder; (b) Extermination; (c) Enslavement; (d) Deportation or forcible transfer of population; (e) Imprisonment or other severe deprivation of physical liberty in violation of fundamental rules of international law; (f) Torture; (g) Rape, sexual slavery, enforced prostitution, forced pregnancy, enforced sterilization, or any other form of sexual violence of comparable gravity; (h) Persecution against any identifiable group or collectivity on political, racial, national, ethnic, cultural, religious, gender as defined in paragraph 3, or other grounds that are universally recognized as impermissible under international law, in connection with any act referred to in this paragraph or any crime within the jurisdiction of the Court; (i) Enforced disappearance of persons; (j) The crime of apartheid; (k) Other inhumane acts of a similar character intentionally causing great suffering, or serious injury to body or to mental or physical health.
For the purpose of paragraph 1: (a) “Attack directed against any civilian population” means a course of conduct involving the multiple commission of acts referred to in paragraph 1 against any civilian population, pursuant to or in furtherance of a State or organizational policy to commit such attack; (b) “Extermination” includes the intentional infliction of conditions of life, inter alia the deprivation of access to food and medicine, calculated to bring about the destruction of part of a population; (c) “Enslavement” means the exercise of any or all of the powers attaching to the right of ownership over a person and includes the exercise of such power in the course of trafficking in persons, in particular women and children; (d) “Deportation or forcible transfer of population” means forced displacement of the persons concerned by expulsion or other coercive acts from the area in which they are lawfully present, without grounds permitted under international law; (e) “Torture” means the intentional infliction of severe pain or suffering, whether physical or mental, upon a person in the custody or under the control of the accused; except that torture shall not include pain or suffering arising only from, inherent in or incidental to, lawful sanctions; (f) “Forced pregnancy” means the unlawful confinement of a woman forcibly made pregnant, with the intent of affecting the ethnic composition of any population or carrying out other grave violations of international law. This definition shall not in any way be interpreted as affecting national laws relating to pregnancy; (g) “Persecution” means the intentional and severe deprivation of fundamental rights contrary to international law by reason of the identity of the group or collectivity; (h) “The crime of apartheid” means inhumane acts of a character similar to those referred to in paragraph 1, committed in the context of an institutionalized regime of systematic oppression and domination by one racial group over any other racial group or groups and committed with the intention of maintaining that regime; (i) “Enforced disappearance of persons” means the arrest, detention or abduction of persons by, or with the authorization, support or acquiescence of, a State or a political organization, followed by a refusal to acknowledge that deprivation of freedom or to give information on the fate or whereabouts of those persons, with the intention of removing them from the protection of the law for a prolonged period of time.
For the purpose of this Statute, it is understood that the term “gender” refers to the two sexes, male and female, within the context of society. The term “gender” does not indicate any meaning different from the above.
